E-Rate

The most simple and concise description of the E-Rate program can be found on the Department of Education's web site and is described as:
     ". . . th
e discount that schools and libraries will receive for the acquisition of      telecommunication services. Eligible schools and libraries can receive
     discounts of 20-90 percent on telecommunication services, Internet access
     and internal connections necessary for deploying technology into the
      classroom."

E-rate discounts range from 20-90 percent based on economic disadvantage and geographic location. Economic need is determined by eligibility for the Free or Reduced Price Lunch Program.

The formula for calculating the e-rate discount is quite straightforward.

There is a little bit of preparation involved in applying for technology discounts under the E-Rate program (also know as The Schools and Libraries Universal Service Fund).

1. Plan for technology, if you have not done so already, in light of the FCC ruling
    and continue to develop technology plans. 
2. Conduct a needs assessments--undertake an inventory of technology and     capacity in your schools and libraries.

3. Seek advice from experts, talk with other states and/or school districts, and
    build community support. Your State Departments of Education would be a good     place to begin. When you get to your State DoE, go to the search area and enter     the keyword "E-rate."
4. Budget for implementation. Account for cost savings and outlays that will occur
    as a result of the E-Rate.
5. Collect information on eligibility for the federal free and reduced priced lunch     program in your schools. Click here for current information on Income Eligibility     Guildelines.

Finally, E-Rate Central is another good resource for e-rate information. Both this web site and the Department of Education's web site (referenced above) contain all the forms you need to get started.
